Inside the parking lot, there are 2 machines for unlocking and payment. They are labeled in English, so it will be easy to understand everything. Just enter your parking spot number and press the confirmation button. If an amount appears on the top screen, coins or a 1000 yen banknote will be needed to be inserted, and the lock will unlock.
Don't forget to lock your bike with your own lock after parking it, otherwise anyone could take it.
